New EU Regulation Requires Biodegradable Films For Cleaning Pods By 2032

Europe has adopted a new detergent regulation requiring the water-soluble films around most cleaning pods and tablets to be biodegradable - with the deadline set for 23 March 2032.

On 11 February 2026, the European Union formally adopted Regulation (EU) 2026/405 on detergents and surfactants, replacing the 2004 Detergents Regulation (EC) No 648/2004. The European Parliament had voted in favour on 22 January 2026. The new rules entered into force in March 2026 and will fully apply from September 2029, giving manufacturers and brands a clear compliance roadmap for the years ahead.

Biodegradable Pod Films Become Mandatory

The most significant change concerns the polymeric films surrounding around 70% of detergent tablets and capsules - including laundry and dishwashing pods. Under the new regulation, these films must be biodegradable within six years, and from 23 March 2032 they will have to comply with dedicated biodegradability criteria. The Commission will first develop criteria for water-soluble polymeric films used to encapsulate detergents, then extend similar requirements to other high-concentration organic ingredients by 23 March 2034.

More Than Films - A Broader Compliance Shift

Beyond pod films, Regulation (EU) 2026/405 introduces a wider set of obligations. A new digital product passport will ensure accurate, reliable product data across the supply chain, while ingredient transparency is strengthened - especially for allergenic fragrances. Detergents sold in refill format must carry the same physical labelling as standard products, and a unified EU-wide poison centres platform will give healthcare professionals faster access to safety information. Animal testing is banned, and the Commission will assess options to further reduce phosphorus limits.

Crucially for non-EU manufacturers, the regulation strengthens accountability for producers outside the Union - European importers and retailers will be looking for suppliers that can document biodegradability, provide full ingredient transparency and deliver products that meet the new framework from day one.

Why Act Now, Not in 2032

Although the film biodegradability criteria become enforceable in 2032, reformulating films, re-validating supplier materials and updating packaging documentation all take time. Brands and importers that switch early to biodegradable water-soluble film (PVOH) - already the standard for modern unit-dose cleaning products - will avoid costly last-minute reformulation and gain a clear sustainability story for EU retailers.
