It is the material that turns a handful of liquids and powders into a small, self-dosing sachet - and under the EU's new detergent rules, it is also the fastest-changing material in the cleaning aisle.

01What Is PVOH (Polyvinyl Alcohol)?

PVOH (polyvinyl alcohol, sometimes written PVA) is a water-soluble synthetic polymer. Unlike ordinary plastic films made from polyethylene, PVOH is engineered to dissolve on contact with water - which is exactly why it became the standard packaging material for unit-dose cleaning products. A typical pod film is only 30–40 micrometres thick: thin enough to dissolve within seconds, yet strong enough to protect the dose through storage, shipping and shelf life.

02How Does PVOH Work Inside a Pod?

Inside a multi-chamber pod, PVOH film forms sealed compartments that keep different formulas physically apart - surfactants, enzymes, rinse aids, softeners or bleaches - so they stay chemically stable on the shelf. When the pod is dropped into a washing machine or dishwasher, the film dissolves completely in cold or warm water, releasing the exact dose with no wrapper to throw away.

03Is PVOH Actually Biodegradable?

This is the question behind the EU's new Detergents Regulation. Dissolving in water is not the same as biodegrading in the environment. Standard PVOH dissolves, but its breakdown in natural water bodies can be slow; the grades that decompose reliably are formulated for biological wastewater treatment and industrial composting conditions. Under Regulation (EU) 2026/405, the polymeric films around around 70% of detergent tablets and capsules must now biodegrade within six years, with dedicated criteria applying from 23 March 2032.

04Why Brands Are Switching to Biodegradable PVOH Now

The 2032 deadline looks far away, but reformulating film, re-validating supplier materials and updating packaging documentation all take time. Brands that specify biodegradable PVOH now avoid costly last-minute reformulation, and gain a concrete sustainability story for EU retailers and discount chains already expanding shelf space for compliant unit-dose products.
